As if American politicians didn't have a bad enough reputation

I read this today in The Big Issue:

"That's why they're called undergarments. They're supposed to be worn under something else." Virginia's Algie Howell, a state congressman, telling the Virginian-Pilot newspaper why he introduced legislation to ban low-riding jeans and other garments that might expose the wearer's undies. Despite the measure passing 60-34 in the Lower House, the bill was killed off at the State Senate committee stage. By the way, Howell is a democrat.

What idiots!
